I trying to buy a house with a USDA loan..?

Im trying to buy a home, My house im trying to buy was built in 1957 and the outside paint is chipping off. the seller wont repaint it bc he is selling the house very cheap. its a 4bd/2ba for 59000. my realtor tells me that it mit not pass the USDA appraisal. i dont see it a a health concern or a safety problem, i need help on what i should do before i go waste my money, the paint is only chipping off in some places and we plan on painting the house anyways. plz help
